CLEVELAND -- Those of you who escaped losing power or flooding received a TREAT from Mother Nature rather than a TRICK!  

As the power gradually comes back on, and residents clean up the downed trees and flooded basements, let's hope for the best outcome from the effects of Hurricane Sandy.

Some things must go on, and the Powerball drawing is one of them.

The Powerball jackpot has skyrocketed this Halloween to $110 million or $71.5 million with the cash value option.

WDT: Swing of Watertown Market for Doheny Tomorrow as Poll Lead Suggests Close Race

      A local insider says the Siena poll to be released at 6AM will show Matt Dohney trailing Rep. Bill Owens by just a point.  If true, that is a major shift from the 13 point margin touted by the poll earlier this fall.
    Again, this is a tip from someone not with a campaign but with knowledge....Please wait for your mainstream media to report officially what's up in the AM.
     I am told the media and the campaigns were given the numbers the night before on condition they are embargoed. I've never really liked those kind of cozy arrangements, but in any event I am not a party to it and I assume the person who texted me got it from either the media or a campaign. If it's wrong I guess I'm the goat.

      Meanwhile I was at the Doheny crib on Paddock Street this evening where I learned that a local gadfly has been barred from the comment section of the local paper and a flood of trick or treaters showed up and the candidate had no problem handing out free stuff on this fall evening.
      The Doheny effort seems enthused...and is stumping hard in the coming days as the clock runs out.

Endorsement: MGV Says Ritchie for Senate

             Senator Ritchie Celebrates Endorsement With Family on Halloween     One of the most important parts of representing people is understanding how they live. Knowing their concerns, their frustrations and what government can and cannot do to make their lives better.
    In the race for State Senate in the 48th, we have two candidates who are both well grounded in the lives of the people they seek to represent.
    Democrat Amy Tresidder has St. Lawrence  County roots where her family has been in local politics in the DeKalb area. She is smart and down-to-earth and in her current role,  constituents in a county legislative district in Oswego are likely well served by her.
    However, the choice for Senator is more complicated than just voting for a nice person.
    In Senator Patty Ritchie, we have someone well acquainted with the North Country way of life. As a county clerk, she related to people and made her office consumer friendly.
    Senator Ritchie has quickly learned Albany and her staff if responsive to local needs, even when the local needs are keeping taxes down and some of the local officials don't want that.
    Ms. Ritchie is also a member of the Republican majority in the Senate. We are not served well by a minority senator in a caucus where five of every six members are from the City of New York.
    New York City has its interests represented in the Assembly and on Eagle Street.
    Senator Ritchie has a strong work ethic and is always meeting her constituents. Some say she is too into marketing herself...but to me that means she is the Senator in touch with people.

Opinion: Here comes the landslide

   Maybe there is a move to Mitt Romney...Would seem so if you listen to how combative, testy and insulting the usual lefties on the HOTLINE are getting. Right in may face, even though my analysis is pretty down the middle.
   I drink Kool-Aid from several pitchers on several networks and publications.
   I think its close, but the tenor or talk from my lefty friends is very desparate sounding.

WDT: Siena to release poll tomorrow for NY 21

   Siena College is releasing a second poll on NY21, just in time to influence voters before Tuesday.....Is Bill Owens the shoo-in he says or is Matt Doheny running neck and neck as he says ?
    We don't know much about Siena or what motivates their polling or their methodology. Is it just a publicity tool for the college, or is there something else behind it ?
    Tomorrow's results will be gobbled up by media too frugal to pay for their own survey and the campaigns are writing the spin already.
     Before the end of tomorrow someone will utter, "the only poll that matters is the one on Tuesday."

Scariest Part of Halloween is Pedestrian/Vehicle Encounters

   You didn't need a study to tell you this, but a reminder is good nonetheless. There are lots of kids out tonight for trick or treating. Many of them are wearing costumes that hinder sight and are exciting about their excursion.
    The need to be extra, extra careful is manifest. This is especially so in areas of the City inundated by kids.
     Ground zero seems to be the Holcomb Street corridor.

Big South Fork named an "epic" mountain biking destination

The Big South Fork National River and Recreation, known for its breathtaking scenery and wilderness isolation, has a new designation.

The International Mountain Biking Association (IMBA)has named five trails in the BSF as Epic Rides.

The five trails are Collier Ridge, West Bandy, Duncan Hollow, Grand Gap Loop, and the portion of the John Muir Trail from Grand Gap Loop to Station Camp.

"The IMBA Epic designation, being very selective, brings with it national and international recognition to trails that are special to mountain bikers including landscape, trail length, and a back country experience. The Epic designation will draw hundreds of new users, many of who use the IMBA designation as a bucket list of must-ride trails," said Joe Cross, President of the Big South Fork Mountain Bike Club.

Big South Fork is the first national park unit in the United States to receive the elite Epic Ride designation. IMBA only names a handful of trails for this title. 

"This is wonderful news for the Big South Fork," said Niki Stephanie Nicholas, Park Superintendent. "We have a strong partnership with the Big South Fork Mountain Bike Club who have volunteered many hours and worked closely with park staff to improve park trails."

Female fugitive who was convicted on federal drug charges is caught

U.S. Marshals have arrested the owner of a Maryville pain clinic who has been on the run since October 2.

Tamral Guzman failed to appear at her federal trial on drug-related and money laundering charges.  A jury convicted her. despite her absence.

Federal authorities will release details of her capture in Hollywood, Florida, at a press conference on Wednesday.

A federal jury has convicted the owner of a Maryville pain clinic of several drug-related charges while the search for her continues.

On Thursday, a jury convicted Tamral Guzman of the 56 counts against her, including conspiracy, drug charges and money laundering.

Guzman didn't show up to court on Tuesday, and U.S. marshals have searched for her since then. Federal Judge Tom Varlan issued a warrant for her arrest and ordered the trail to continue in her absence.

Guzman's sentencing is set for March 20.

Anyone with information on her location is asked to call the U.S. Marshal's office at (865) 545-4182.

Inside the TBI: Latest equipment helps speed investigation process

The Tennessee Bureau of Investigation handles some of Tennessee's most notorious crimes -- the ones that make news far and wide.

It also takes on a lot more than big cases using very sophisticated equipment in their arsenal.

"Single capillary electrolytic instrument," Chuck Hardy, a member with the DNA unit, named one piece of the equipment in his department.

DNA identifiers, chemicals that can detect human versus animal blood, and plenty of magnifying equipment surround the DNA labs in the Nashville TBI offices.  Constantly, that equipment is updated.

"When you have a sample that you run DNA on, it takes 30 minutes..." Hardy said about the DNA identifier, colloquially called a "genetic analyzer."

Hardy said that specific piece of equipment is a lot faster than the two weeks it used to take when he started a dozen years ago. Back then, he would need many drops of blood. Now, with just a simple touch of a finger, these scientists can find out blood types and whether it is a victim's or suspect's with near-perfect accuracy.

"So my question sample from a towel might hit on a convicted offender in Washington State, or an arrested sample in Milwaukee," Hardy said.

However, the DNA unit is not the only place with these new updates at their disposal -- in the firearms unit, special agents prove a weapon, or traces of one, can be just as important as blood as far as clues go. Special agent Steve Scott tests some of the newest guns available.

"Ammunition changes on a quarterly basis because manufacturers want to keep up with the newest, hottest thing out there in the market," said Scott.

He can compare bullets fired here with a state-of-the-art "duel image microscope." The equipment has only been around for a few years, but it has pinpoint accuracy. The information goes into another database called NBIS -- a weapon that has been at their disposal for only a few years.

"It's a way to put digital images of the cartridge cases from crimes and guns that are recovered," Scott added.

Hundreds of thousands of guns and bullets can be sorted in a few hours with NBIS. Years ago, Scott said it would take days or longer before they could find a match.

He said if investigators can identify a bullet, they could potentially tell whose gun it came from.

"In all of forensic science, we compare something that's unknown to something that is known -- has a known source," Scott said.

Not far away from the firearms lab, the narcotics division of the TBI also has their hands full -- constantly testing drugs using some new equipment in their possession.

"With our interstate system, we're able to acquire large quantities of marijuana," narcotics expert Glen Glenn said.

With the surge of synthetic and illegal prescription drugs coming onto the streets, Glenn's unit has to stay ahead of the trends.

Using infrared technology, only in use for a few months, a computer can tell the chemical compound of a drug.

"Trying to find an analytical standard,we can compare the substance to a known standard," Glenn said.

It can show how dangerous an unknown drug could be to a person.

"We can use that to a confirmation of what that substance is," Glenn added.

With a lot of research, testing, and comparing, these scientific crime-fighters play an important part at the TBI, and they are doing their work faster than ever before.

"We're able to push stuff through. The output is much higher. Backlog is able to be reduced a lot more," Hardy said.

According to TBI, the backlog of cases went from a year's wait to as low as eight weeks, thanks in part to this new equipment.

Officers to check on sex offenders on Halloween

NASHVILLE, Tenn. (AP) -- State probation and parole officers will be joined by law enforcement to make random visits to the homes of sex offenders to make sure they are not participating in Halloween trick-or-treating.

The state Department of Correction said in a news release that "Operation Blackout" will ensure that sex offenders who are under TDOC supervision adhere to strict guidelines on Wednesday.

Sex offenders are required to remain in their homes between 5 p.m. and 5 a.m. They can't open their doors to trick-or-treaters, can't display fall decorations or dress in costumes.

Offenders who are found to be in noncompliance with the restrictions could face additional charges for probation or parole violations.

   In Syracuse the Green Party is fielding a true alternative to the two party duopoly in Ursula Rozum, who is going to be airing a television commercial on the final weekend of the nasty race between Rep. Ann Marie Buerkle and former Rep. Dan Maffei.
    While her chances are slim, it's good to see a third alternative in the debates and in race, actually campaigning and offering an alternative message.
    It's decidely to the left, so some of you may want to be seated while viewing.

WDT: The Tingle is Gone....We Want Romney

      Four years ago the publisher of the Watertown Daily Times was among those with the tingle over 'hope and change', but now that's changed. 
       Today the paper dumped President Obama and endorsed Governor Mitt Romney for President.

       The paper cites a need for change and Mr. Romney's ability to handle the economy as reasons.
        One poll shows 9% of 2008 Obama voters are flipping. That's about 6.3 million people meaning Mr. Obama's 10 million vote popular margin is now about a 2.6million deficit. Of course there are many factors in what makes up the electorate, so its still a neck and neck race.  Locally, our on line straw poll is a reversal of last summer's numbers with Mr. Romney polling 61%.
         This is the third time in a year the Times has turned on an incumbent they previosly endorsed.

Cleveland: Boats sink, are damaged by superstorm

CLEVELAND -- Superstorm Sandy hit the boating community in the Cleveland area hard. The U.S. Coast Guard tells WKYC a total of 36 vessels sank and another 19 broke away from their docks because of the storm. 

In addition to that, another two boats are unaccounted for and many more sustained damage. Thirty of the vessels that sank went under at the Edgewater Marina in Edgewater Park. 

Scott Kroehle's boat was a just one of those boats.

"It's rough. I got it a couple months ago, actually, and I've been riding it every chance I had," said Kroehle.

All that's visible of his boat is the mast.  Even still, the hurricane Katrina survivor was optimistic.

"I saw people lose everything, their lives... it [his boat] was just for fun." 

For Captain Vitas Kijauskas, time spent on Lake Erie is anything but a leisurely pastime. It's how he earns his living. Monday night he almost lost it all, at the force of a storm, few say they've ever seen before.

"I tied the boats up as good as I can over there. I just thought it was an endless cause," said Kijauskas, who rode the storm out at the wall that he used to tie his two head boats to. 

"It was nothing but might to hold those boats up to the wall."

Both vessels docked at Wildwood made it through the storm.  Back at Edgewater Marina, boat owners were not permitted to access their boats after the storm kicked up for safety reasons. 

"It would've been so easy to have been swept overboard. We were very fortunate that nobody, we didn't lose anybody in the water," said Michael Hill.

No word yet on how much the storm has cost boaters in damage.

CEO Eric Gordon said he realizes schools district-wide are likely to have lower attendance than normal Wednesday as many homes throughout the city are still without power.

He made the decision to reopen schools that have power not only in the interest of restoring learning, but also in consideration of the students and families CMSD serves.

"We anticipate that, in light of the circumstances, many families will be grateful that we are open and able to provide a safe, caring place for their children as parents return to work," said Gordon.

"By opening the majority of our schools, even as we restore power in 23 of our facilities, our families remain in charge of their own decisions and can choose to keep their children home or send them to school as best meets their needs and circumstances."

Poll: Americans Fear Zombie Apocolypse....

       We can't find a dependable poll to tell us who will be our Congressman, but polling data is out today showing 62% of Americans have a favorable view of Halloween.
       The same percentage prefer chocolate as their treat followed far behind by candy corn at 11%.
       Thirty seven percent believe in ghosts but its zombies who lead the list of scary horror figures.

        Americans have a pessimistic streak. Only 27% say they could survive a week in the event of a zombie apocolypse.

County Budget Includes More Money For Boarding Inmates In Other Jails...As for Me....I am with the Sheriff

     My libertarian side is inclined to think we lock up too many people...I remember the old jail and the new jail was supposed to be OK for the future....
    However, now the jail population is up and future economic unrest will increase the numbers, so let's get real.
   If we want to lock people up, then get behind our Sheriff and build a bigger jail.
   It's not right that inmates are housed all over the state, forcing logistical nonsense carting them around, costing the county a lot of money and forcing inmates to be housed in gulags far away from family and legal counsel.
     Unless we are willing to lock up fewer people....Build a bigger jail..The County of Jefferson has the money.

Sandy Could Be a Game Changer in Race for White House....But Really It Shouldn't

   It's the kind of divine intervention that has the Romney campaign no doubt cringing.
   A natural disaster with ample fresh and compelling pictures of disaster, suffering and a President sending in help and visiting the scene to comfort the afflicted.
    And he will be doing it with New Jersey Governor Chris Christie who has described the President's response so far as "outstanding".  Of course, the adults in the room, know that when there is a disaster is the time everyone pulls together. The plainspoken Governor calls 'em as he sees them and sticks up for his constituents.
    Tomorrow's scenes of Mr. Obama and Mr Christie surveying the damage will point out to some the need for more of that spirit without having to suffer through a catastrophe.
     The decision awaiting voters Tuesday is not about how the storm was dealt with but the President's response and demeanor will no doubt help him.
     As for Governor Romney, he can only try to break through the clutter to get his message forward. It will not be easy.
     My advice....don't step on the President as he is doing his job...but Governor Romney needs to do his job too, which is the moment get out there and campaign and present his vision for the future.
    Disasters come and go, but the fundamental issues facing this nation remain.

Is Our Poll Showing Something in NY21 Race...GOP Thinks So

       Call it giddyness or maybe they know something, but the Doheny inner circle is chirping about winning the race for Congress next Tuesday now that they are armed with a couple of key newspaper endorsements and are airing commercials that actually say something.
         For Rep. Bill Owens this has to be a tough race...The third such battle in as many years. He just wants a comfy seat in Congress like so many in his caucus with non-competitive seats.
        In fact, it was the luck, or unluckyness, of the draw for Mr. Owens.
        He happened to come up with an opponent with the relentless drive and resources to win the office.  After defending the seat in 2010, Mr. Owens surely thought the road would be easier.
       His campaign has been to put it politely, low key.  A recent Facebook post showed him in the parking lot of a Tupper Lake motel owner all alone. There are no rallies or hoopla. Not everthing Team Doheny has done has been brilliant but there is enough going on, it didn't matter.
      The Congressman was in Watertown last week and visited City Hall without asking to meet with the Mayor or other electeds. Two years ago when I also supported Doheny, when the Congressman came to City Hall, we met and I walked him around downtown. That's the way you do it when you check the partisan stuff at the door and put office first.
      Mr. Owens has closer commercials on the air and may indeed win. If he does it won't be because of a well run campaign. It looked flat, like he just didn't want to put up with having a challenger.
     Our on line poll is showing Doheny up by nine, a reversal of a similar survey over the summer.
I think it will be close, but agree the race is a lot more of a race than it was six weeks ago.
       For the record,  my Dem friends  in the know say the Owens campaign says it sees no reason for alarm in the closing days and sees their effort as well ahead.

Grace Christian Academy player to be released from hospital

A Grace Christian Academy football player who was injured during a football game last week will be coming home from the hospital on Tuesday.

According to a text from Will McKamey's dad, Will will be discharged from Erlanger Medical Center in Chattanooga.  He says the neurologists told them that Will's injury has already begun to correct itself, and he should be released to all activities after another checkup in four weeks, including football.

Randy McKamey credits a higher power for his son's recovery.  He ends the text with, "What a scary time for such a strong athlete but it just goes to show you the power of prayer and how almighty our God really is!"

An East Tennessee high school prayed for a student who was injured during a football game Sunday evening.

Grace Christian Academy senior Will McKamey suffered a head injury as the Rams played South Pittsburg. He was airlifted to a Chattanooga-area hospital and placed into an intensive care unit.

According, Randy McKamey, Will's father and head football coach at Grace Christian Academy, his son has since been released from the ICU and placed in a private room where he can rest.

"Just want to thank everybody for their thoughts and prayers," Randy McKamey said.

The idea to hold a prayer service for Will McKamey came on Saturday. Grace Pastor Matt Mercer and a colleague decided to hold the event at 4:24 p.m. since "24" is the number McKamey wears while playing football.

However, he told 10News the school was unaware what else 4:24 stood for at the time.

"The cool thing about it, Acts 4:24, I didn't realize this, said 'that when they heard this, they lifted their voices to God in prayer,'" Mercer said.

And, there was plenty of prayer Sunday. More than 100 people attended the service. Some participants even came from rival schools.

Will McKamey tweeted today this message:

Phillips says McKamey has been moved from the ICU at Erlanger to a private room.

The father of a high school football player from Grace Christian Academy tells 10News his son is still in the hospital being treated for an injury he sustained in a game.

Will McKamey was hurt during a game at South Pittsburg High School Friday night.

10Sports Director Steve Phillips says McKamey is not out of the woods yet.  But the latest medical report the family received was good news.  The injury is serious, but not as serious as initially feared.

A high school football player from Grace Christian Academy was injured Friday night during a game.

10Sports Director Steve Phillips cited multiple reports that Will McKamey was hurt during a game at South Pittsburg High School, west of Chattanooga.

McKamey was airlifted to a Chattanooga hospital and was reportedly responsive en route.

The running back has committed to the U.S. Naval Academy. He is the son of Grace head coach Randy McKamey.

Will McKamey was voted 10Sports' Offensive Player of the Week last week.

There was no word on his condition as of late Friday night.

Winter storm continues bringing snow to Smokies

MORRISTOWN, Tenn. (AP) -- A significant winter storm continues in northeast Tennessee and the Smokies as the remnants of Superstorm Sandy bring strong winds and snow into the region.

The National Weather Service predicts continuing snow showers over the higher elevations through Wednesday morning. Snow accumulations of 6 to 24 inches are possible, mainly above 2,500 feet. Localized areas above 5,000 feet could accumulate as much as 35 inches.

Some valley locations could also receive light snowfall as well, but accumulations of only an inch or less are expected in most areas below 2,000 feet.

The weight of the snow could bring down some trees and limbs, causing power outages. The roads are expected to be slick and hazardous.

Tenn. has 74 percent increase in homeless students

NASHVILLE, Tenn. (AP) -- Tennessee saw the number of homeless public school students increase by 74 percent between 2007 and 2010.

That number was well above the national average of 38 percent, but the true number may be even higher.

According to a report from the state Comptroller's office, several neighboring states have a larger percentage of homeless students.

That could be a clue that Tennessee's numbers are an undercount.

Also, some districts in Tennessee with high foreclosure and jobless rates did not identify any homeless students.

The comptroller's report says the dramatic increases in Tennessee -- from 6,565 in 2007 to 11,458 in 2010 -- may be a consequence of job losses and the economy. They may also be the result of some school districts' improved efforts to identify homeless students.

Superstorm Sandy delays flights in East Tennessee

Thousands of flights are canceled throughout the country. At McGhee Tyson airport, as of 8:00 am Tuesday 6 flights had been canceled with more expected throughout the day and Wednesday.

The cities affected are New York, Philadelphia, and Washington D.C.

If your travel plans include Atlanta and Charlotte, those destinations are showing on time departures, however, you might have s canceled flight from there.

The airport in Chattanooga shows no cancellations. The Nashville airport has cancellations all over the Northeast.

McGhee Tyson Spokeswoman, Becky Huckaby, encourages all airline travelers to check with their airline before coming to the airport.

Some airlines are rebooking guests through November 7th.

With some airports completely shut-down thanks to Superstorm Sandy, it could mean a lot of travel headaches through Wednesday.

Also, airport officials say more flights to cities could be canceled as the storm rages on.

   The North Country has seen little of the fury of Sandy and in fact woke up to sunshine today. Good for us, although some rain and wind could be on the way.
   Meanwhile in the NYC Metro area power outages and destruction weigh heavily as residents seek to rebound. While many survived Sandy quite well, those who didn't awoke to the mess that happens when water surges at record levels.

WDT: We Back Matt

   Citing youth, enthusiasm and business acumen, the WDT has joined the Glens Falls Post Star in backing challenger Matt Doheny for Congress. While not a surprise, the backing gives Mr. Doheny some additional street cred in the western end of the district where earlier polling showed him in trouble.
    I hear the other major papers in the district don't do endorsements.

Times Union Looks North and Likes Owens

      A major out-of-district newspaper is not on the give Doheny a chance bandwagon.
      The Albany Times-Union is endorsing Rep. Bill Owens, calling him a bridge builder and lableing the Republican as a partisan with too many sharp elbows under the basket.
      The T-U zeroes in on the Defense of Marriage Act as a tipping point for their cow of an endorsement.
      I follow this stuff every day and never heard the matter come up.
      In fact, despite the required party dogma, I have always thought both candidates were rather live and let live on the social issues.

WDT: Doheny To Tack Positive in Race for the FInish Line

     Rumored for days, the Doheny campaign is finally going positive with a direct to camera appeal taped in Thompson Park with the Watertown skyline behind him. The WDT came up with a photo of the taping.

     A senior GOP pol has been urging Mr. Doheny to change his focus and the late appeal is hoped to close the deal. Months of ads designed to gnaw at Rep. Bill Owens' positives needed at some point to be augmented with a reason to vote for Mr. Doheny.
    With key newspaper endorsements at both ends of the district and a relentless schedule, Mr. Doheny is running slightly ahead in our on line blog poll....A similar survey over the summer favored the Democrat, as did various professional polls.
     The gift Mr Doheny got on October 3 was the stark turnaround in the Romney campaign which is the rising sea on which Mr. Doheny's boat was bobbing about.
     I'll be anxious to see the spot, and whether he cut similar ones in other media markets in the district.
     While Mr. Doheny didn't follow through on a career in law, he surely knows the value of a closing argument.

Polls are Now Officially Full of Malarkey

   Let's see, MSNBC says early voters are overwhelming Obama...Gallup says early voters favor Romney by seven points. Zogby has Romney up a point in the horserace...Gallup says five points....Others say its tied and the poll of battleground states shows Obama up a point there.
      Rasmussen has Romney up by two in Ohio but CNN has him down by four while a newspaper poll says its even in the Buckeye State.
     Gallup says it suspended tracking polls during Sandy. Guess no one is thinking politics till the networks release our attention from guys in slickers doing stand-ups on rain swept streets and beaches.

NNY Damage So Far Just Scattered

       The most onerous aspects of Sandy's march from the sea are easing and so far in our area reports of damage are scattered, including a tree down on Winslow Street in Watertown and a power line halting traffic on  I-81 south of the city.

Privateers on the Town

    Everybody likes to talk about economic spin off of this and that....but tonight at Pete'e I noticed a dozen or so members of the Privateers were in for dinner.
    After a pair of wins over the weekend I couldn't help but buy a round for these guys who are bringing entertainment to Watertown.

Hurricane Sandy Severity Lowered for CNY.....Probably Us Too

    After a Monday when everybody in Watertown was wondering why everything was closing down for a cloudy day, word is coming of lowered expectations of what the remnants of Hurricane Sandy will bring to Central and Northern NY.
    Wind speeds of forty and rain under two inches make what's coming more a rainy day than weather Armegeddon. Caution is always a good idea and at the City we were ready to ramp up as needed. Hopefully the effects will be minimal.
    I was watching CNN today and their reporter was on camera for at least half an hour straight in downtown Atlantic City being buffeted by winds and rain....It was all laid bare at theatrics when three shirtless revelers came by dancing behind the oh-so-serious anchor.  Everybody I watched it with was laughing at this guy.
    Storms are dangerous and the advance warning these days is great....but the hype on TV is incredible....
    Most of all this damn storm is cutting into my politics and talking heads.

       This is the silly season...the NY21 race has riled up politicians in Taiwan purportedly uspet over the use of Red Chinese flag in a Dohney for Congress commercial about Rep. Bill Owens trip to the island nation.
       Wow. It was just a blog piece for folks in the Watertown media market. How the heck did it make it over there in sufficient quantity for anyone to get upset...Unless the outrage is arranged.

Hurricane Sandy cancels flights out of McGhee Tyson

Hurricane Sandy has forced the cancellation of 8 flights out of McGhee Tyson Airport on Monday.  All of the fights were heading to the east cost to airports like Washington, D.C., Philadelphia and Newark, New Jersey.

Some 50 million people in the most heavily populated corridor in the nation are preparing to endure hours of strong winds, torrential rains, flooding and prolonged power outages.

The director of the National Hurricane Center says the storm's sheer size means some coastal parts of New York and New Jersey could see water rise up to 11 feet above ground from surge and waves. The rest of the coast north of Virginia could see up to 8 feet of surge.

TDOT watching weather, preparing to treat roads if necessary

With the threat of winter weather approaching, the Tennessee Department of Transportation is prepared to pre-treat and treat roads if necessary.

TDOT crews have installed salt-spreading equipment on trucks, especially in upper-East Tennessee, and the salt supply is ready to go.

TDOT spokesperson Mark Nagi says snow and ice have already been reported near the North Carolina line in Monroe County, affecting State Route 165.

Nagi says supervisors are monitoring weather and traffic reports to determine the best way to response to this early winter storm.

Newfound Gap Road (Highway 441) through the Smokies, was closed Sunday night.

Massive storm system could bring snow to parts of East Tenn.

As Hurricane Sandy pounds the east coast, its effects will be felt in East Tennessee this week.

There is a winter storm warning for the mountains through 8:00 am Wednesday morning.  Several inches of snow has already fallen in the highest elevations of the Smokies, and snow is expected at elevations about 2500 feet, starting Monday.  Snow could be heavy at times with strong wind gusts over the mountains late Monday and overnight.  Highs will be in the 30's.

Light rain and drizzle is expected in the valley areas, including Knoxville.  Highs will be in the upper 40's on Monday.  At this point, no snow accumulation is expected.

Prosecution rests in Baumgartner trial

The prosecution has rested in the federal trial of former Knox County judge Richard Baumgartner, and the judge, and the hope is that the jury could get the case on Monday.

Baumgartner faces seven counts of misprision of a felony. Prosecutors say he lied to the people, including state officials, while trying to cover up a drug trafficking conspiracy.

On day 5 of the trial, the prosecution called two final witnesses, Assistant District Attorney Jeff Blevins and Knox County General Sessions Court judge Andrew Jackson.  Both men testified about brief encounters with Baumgartner where he mentioned his mistress, Deena Castleman.  They said the judge asked them to "do what they could do" in reference to helping in their cases regarding Castleman.  They said he did not ask for special favors for her.

The defense says they plan to call one witness.  Baumgartner will not testify. 

Baumgartner's team is filing a motion for acquittal.  

One other factor could come in to play on Monday, and that's weather.  Judge Ronnie Greer says he is watching the forecast, and may recess early for safety reasons.  Several jury members apparently live in higher elevations of East Tennessee, where snow is forecasted.

Judge Greer says he may recess early on Monday to get those jury members safely home, and start court again Tuesday morning.

For Some, Elections Matter

   For many the fifteen minutes it takes to go vote is just too much time. I mean really, there's work...there's the kids soccer practice....gotta go shopping....besides it doesn't matter...the Electoral College is crooked....my vote won't count and besides, I don't want to risk jury duty.
    On Sunday I got a phone call from Otis, the HOTLINE caller and only person in Jefferson County to have met Albert Einstein.....Otis has found himself suddenly in Mississippi after his son was hospitalized due to a shooting. Amidst the concern for his son, Otis wanted to know how he could get his vote cast. Otis is of a generation where such things matter.

   I initially figured it would be tough to get the application to him, sent back, and the ballot sent to Mississippi by November 5. After doing some checking, I found the application on-line and called Otis back, told him to download, fill it out and FedEx it to Watertown first thing today. If the ballot is mailed out tomorrow, it should be there by the weekend, or he could have someone pick it up and have them overnight it back.
     Overnighting costs about $25 bucks and a customer overhearing all this chirped , "I wouldn't spend that much just to vote."  Hey, that's just a couple days worth of cigarettes, I chirped back.
    Funny thing is I know Otis isn't voting for people I am, so if I were  a loyal partisan, I would have told him 'no way'. However, I want people to vote, especially those for whom it means so much.
     Hope it works out for Otis, and for the rest of you. If you won't be available November 6 or even think you won't be, get down to your Board of Elections today and cast an absentee.

     Stock markets are closed, schools shuttered and many evacuated from low areas as NYC and the East Coast ready for Sandy.  Despite preparations the sustained nature of the expected winds over several days will cause damage and power outages.
     Hurricane Sandy is overshadowing the Presidential race with rallies cancelled and candidates tempering their message with concern for storm victims.
     Here in NNY, preparations are afoot for remnants of the storm expected here by mid week.

WDT:Fairgrounds concession stand scores a hat trick with expanded menu

   It was a successful opening weekend for the Privateers at the Fairgrounds Arena and the beefed up concession stand run by the Recreation Department is seeing increased sales which should tip its fledgling balance sheet to the black.
    Three years ago the stand was run privately but didn't meet health codes and had troubled staying open.
     More important, the fans attending hockey games enjoyed the night out, and the Arena will enjoy even greater utilization in the winter months allowing for further improvements to the popular facility.

Cleveland Weather: Windy, Wet & Wild!

Hazardous weather will likely impact Northeast Ohio over the coming days due to what is now Hurricane Sandy. Our biggest impacts will be strong wind and heavy rain, which will be felt through Wednesday. Wind in excess of 40 mph is likely with gusts to 65 mph & more than 3 inches of rainfall. The strong winds and heavy rain over a significant time period could lead to power outages and flooding, so it is important that people keep up-to-date with the latest information about Sandy.

Browns edge Chargers 7-6 in rough weather

CLEVELAND -- Rookie Trent Richardson rushed for 122 yards and scored a touchdown, leading the Cleveland Browns to a soggy, wind-whipped 7-6 win over the San Diego Chargers on Sunday.

Richardson, pulled last week at Indianapolis when he was ineffective because of a rib injury, carried 24 times as the Browns (2-6) won their second straight game at home - and first for new owner Jimmy Haslam.

Richardson scored on a 26-yard run in the first quarter and the Browns were able to hang on despite not generating much offense in blustery, rainy conditions. The Chargers (3-4) dropped their third straight.

San Diego had a final chance, but quarterback Philip Rivers' pass was batted away by Browns cornerback Buster Skrine with 1:24 left. Rivers finished 18 of 34 for 154 yards but had a potential touchdown pass dropped by Robert Meachem in the third quarter.

Soggy Sunday doesn't stop Browns tailgaters

CLEVELAND -- The Sunday sea of orange and brown wasn't washed away by Mother Nature's wicked mood.

Chilly winds and constant rain didn't scare football fans away because they continued the tailgating tradition in the muni lot before the Browns battled the Chargers on Oct. 28, 2012.

The grills were still fired up and cornhole was the game of choice for those not bothered by the soggy conditions.

Two newlyweds even spent part of their honeymoon tailgating.

Many others huddled around fires and under tents to celebrate their favorite sport.

JETS Suck Against Miami, But High Command Won't Go Tebow

   After today's dismal 30-9 loss to Miami in the Meadowlands,  we fans were wishing Sandy would sweep in early and end the misery.
   The JETS are totally misusing Tim Tebow. They bring him in for plays that won't succeed and let the guy dumped by the Desparate Housewife continue to lead  the team to the doldrums of the AFC East.
    Dump Sanchez, put Tebow in for the rest of the season as starter and worry about it in the winter.
    The NFL trade deadline is Tuesday.

Glens Falls Post Star: Doheny deserves a chance

        Polls, cow tipping, island homes and trips to Taiwan aside, the Doheny for Congress campaign got a large and unexpected boost today as the Glens Falls Post Star endorsed the Republican over Rep. Bill Owens.
        It is significant because it was unexpected and because Glens Falls is at the heart of newly added territory in the NNY district.
       The endorsement was tepid and based on a "flip of a coin" over candidates the paper called underwhelming. That's especially hard to hear for an incumbent.
       The thrust of the endorsement is Mr. Doheny deserves a chance.
        He is also expected to receive the endorsement of the Watertown paper next week.

Sandy: Effects Here Not as Great as on Coast...But We Still Must Be Aware and Cautious

      While Watertown is towards the edge of the heavy impact area of the coastal storm called Sandy, we should be prepared for heavy rain, winds, flooding and disruptions to our routine. With other parts of NY State impacted, that also could affect life up here.

Will Sandy Nix Trick or Treating ?

 
 Trick or treating is less and less likely for youngsters as it appears the remnants of Hurricane Sandy will pass right over us Wednesday night and early Thursday.  The practicality of sending kids out in foul weather would likely lead parents to think twice....but not in all cases...Parts of the City have become a candy Mecca for children from around the county and how likely people are to see that opportunity pass due to weather is unknown.
   A look-see will likely come early in the week to see if a formal request to refrain would be appropriate.

Was Liz Playing 'Gotcha' With Cow Tipping Question

     During the lightning round of Thursday's debate, candidates were asked if they ever engaged in 'cow tipping'.  According to Wikipedia, there is no such thing and that the notion of sneaking up on bovines and pushing them over is a rural legend and one of those big cities stereotypes of small town America.

   While the lightning round is meant in part to be fun, it is also fraught with peril. Mr. Doheny answered yes to the cow tipping and Mr. Owens didn't understand a question about some new fangled exercise regimen.
     During a rehearsal the debate hosts joked about asking the Congressman about whether he had read "50 Shades of Gray" but that question never surfaced.

Indy's Take a Pass on POTUS

       New York's Indepedence Party has no slates of electors for President and Vice President, making it the only ballot status party to take a pass on the Nation's top race.

      I noticed the anomaly when checking out the ballot for November 6. The NY race is not very competitive, but you'd think someone would want the line, or maybe leaving it blank was a tactical move to draw attention to the other candidates on the line.

Mayor: Hospital to Partially Reopen

    Gouverneur Mayor Ron McDougall called today to announce E.J. Noble hospital will be open for some services, including the ER, tomorrow morning at 9.
     The hospital had been closed after the state discovered irregularities in the lab at the hospital.

Why No Lines Here

    What is it about the North Country that we never see lines of people voting like we always see in stories from Ohio or Florida. Not only are there lines on election day, but there are lines for early voting.

   Maybe it's the 16,000 precincts across the state. That means this year each one will host three to four hundred voters. There are 18 districts alone in the City of Watertown, and we used to have 3O.  There are fewer voters...7200 in my first run and about 4200 last year.
    But all that aside, there are never lines when I vote, and I don't call three or four people a line.
    Seeing the photos from other states, I can see there is something broken in our election machinery.

Update: NC's Outer Banks watching Sandy off the coast

NAGS HEAD, N.C. (AP) -- Convenience stores, breakfast restaurants and gas stations on North Carolina's Outer Banks are open for business as usual as Hurricane Sandy roars offshore.

The worst of the storm is expected to be felt later Sunday.

There was scattered flooding on the barrier island beach road in Nags Head. Rain fell, but gusty winds were barely half the 75 mph sustained winds reported near the center of Sandy still hundreds of miles away.

Forecasters warned that winds would pick up along the Outer Banks during the day, with the brunt of it expected overnight and early Monday.  Some areas of southern Hatteras Island were already experiencing flooding.

SHIP BOTTOM, N.J. (AP) -- Residents up and down the East Coast are being urged to move inland ahead of a potentially huge storm formed by the merging of Hurricane Sandy with two wintry weather systems.

Sandy was plodding up the coast early Sunday, bringing steady rains whipped by gusting winds to North Carolina. It's expected to come ashore late Monday or early Tuesday in the mid-Atlantic.

But forecasters say that wherever the storm hits, it will likely bring sheets of rain, high winds and heavy snow a third of the country.

Amtrak has begun canceling train service to parts of the East Coast. Airlines are adding Sunday flights out of New York City and Washington in preparation for Monday flight cancellations. New York's governor is considering shutting down the city's subways to avoid flooding. And half a dozen states warned residents to prepare for several days of lost power.

Poll: Romney has firm lead in TN

MURFREESBORO -- If Tennessee voters had concerns about electing a Mormon to the White House for the first time in American history, they've apparently gotten over it in the past few months.

Republican presidential candidate Mitt Romney leads President Barack Obama in Tennessee by a margin of 59 percent to 34 percent, according to a poll released Saturday by Middle Tennessee State University. The poll found that 74 percent of white evangelical Christians surveyed support Romney.

"The once-strained relationship between Gov. Romney and religious Tennesseans seems to have improved markedly since the spring's primary election," said Ken Blake, director of the MTSU Poll.

The poll, taken just before the March primary, found church-going Republicans favored former Sen. Rick Santorum nearly 6-to-1 over Romney, while the split was balanced for Tennessee Republicans who attended church less often, Blake said.

Overall, Santorum won 37 percent of the GOP primary vote to Romney's 28 percent and Newt Gingrich's 24 percent.

Jason Reineke, associate director of the poll, noted several things that have happened in Romney's favor. They included a meeting with the Rev. Billy Graham and a USA Today column by Franklin Graham saying "it's OK for an evangelical to vote for a Mormon."

Ultimately, though, voters who identified themselves as evangelical Christians may be driven "more by opposition to Obama than direct support for Romney," Reineke said.

"It is also important to note that it is far from uncommon for partisans who didn't vote for the winner in their primary to come home to the party, almost regardless of the candidate selected, in these highly polarized times."

Voters leaving the Rutherford County Election Commission Office after casting early votes Friday weren't surprised that Romney is dominating the white evangelical Christian vote.

For the most part, those leaving the polls said Romney's Mormonism did not affect their votes.

"I believe the Christians feel Romney is going to be a better leader for them as to what their values are," said Linda Porter, a retired Murfreesboro resident who voted with her husband, Ron Porter, a retired Vietnam veteran.

People have put concerns about Romney's religion behind them, she said, "because they're looking at the person and the running mate he's put on the ticket. They feel he has a different feel for America."

Romney chose Wisconsin Congressman Paul Ryan, a Catholic, as his running mate.

White evangelical Christians make up 61 percent of the state's likely voters, and that segment supported the Republican candidate in the 2004 and 2008 elections. The only notable division among that demographic was a split between white male evangelicals, 79 percent of whom are pro-Romney, and white female evangelicals, 63 percent of whom back the former Massachusetts governor.

Even among white Tennessee voters who don't consider themselves evangelicals, Romney garnered 50 percent of the support here to Obama's 38 percent, with 11 percent undecided. President Obama's base of support lies with black Tennesseans, with 91 percent of them favoring him but accounting for only 12 percent of likely voters.

Political independents in Tennessee favor Romney by 68 percent compared to 22 percent for Obama. People with strong party affiliations stayed committed, as well, with 89 percent of self-described Democrats sticking with Obama and 95 percent of Republicans favoring Romney.

Democrats made up 28 percent of the survey, compared to Republicans at 30 percent and those calling themselves independents at 32 percent.

Judy Whitehill, chairman of the Rutherford County Democratic Party, said the survey reflects what happened four years ago in Tennessee, which explains why neither Romney nor Obama is campaigning here. She remains hopeful for local and congressional races.

"I hope people are looking at what affects their pocketbook the most and who is going to work across the aisle" on economic and education issues, she said.

Whitehill said she believes Democratic state Sen. Eric Stewart is even with or ahead of Republican U.S. Rep. Scott DesJarlais in the wake of revelations that DesJarlais had a sexual relationship with a patient 12 years ago while he was still married and then urged the woman to get an abortion. DesJarlais responded that the woman was not pregnant and didn't get an abortion, though he never denied the relationship, which is an ethical violation for physicians.

In another key election, respondents favored Republican Sen. Bob Corker by 59 percent to 21 percent for Democratic candidate Mark Clayton, who was disavowed by the state party because of his stance on gay rights. Twelve percent were undecided.

The poll surveyed 650 randomly selected registered voters by telephone Oct. 16-21. It has a margin of error of plus or minus 4 percent and was conducted by Issues & Answers Network, Inc., rather than using MTSU students as was done previously.

Former Vols call for Dooley's departure

In Derek Dooley's three years as UT Football's head coach, he's never secured a win against a ranked team.

Most everyone agrees he inherited a tough situation, but some former Vol players say he's lost his shot to turn it around.

Former UT quarterback Erik Ainge and former UT wide receiver Jayson Swain both say Dooley should coach the season, but announce his departure soon.

"I think if there's a coach out there, a big name, home run coach that wants to take this job, I think you throw the check book at him," says Ainge. "This town needs it."

Opinions may differ on whether Dooley's had enough time to get UT football back on track. After all, Ainge points out it took South Carolina Coach Steve Spurrier five years to build that program.

But he says there's a difference.

"In the mean time they won games they weren't supposed to win.," says Ainge. "[Derek Dooley] hasn't won one of those games."

Swain says for him, the Alabama game sealed the deal.

"Knowing the game was over but kicking the field goal it was kind of like he gave it up," says Swain. "I think a lot of people that were on the fence about Derek Dooley kind of went over the fence."

Swain says if Dooley leaves, it's important to announce it soon.

The sooner you do it, the longer you have time to be able to make a splash in recruiting," says Swain.

Ainge says as a former player he knows there are things more important than winning.

But to fans, and the to the university, that may not be the case.

" A Tennessee Football team that's not winning football games, there's a lot of money that's not being made in this town," says Ainge."

The stands at next week's home game against Troy may be a telling sign of how many fans share their sentiments.

No. 17 Gamecocks beat Tennessee 38-35

Tennessee lost to No. 17 ranked South Carolina 35-38 in Columbia, S.C. on Saturday.

This loss adds another to UT's list. The team hasn't won a game in October, and this is the third-straight-year Tennessee starts SEC zero to five.

Vols were down as many as two touchdowns, twice during that game. Still the team kept fighting throughout the four quarters, but fell short due to a costly turnover.

UT wide receiver Zach Rogers made an incredible catch in the fourth quarter, after Vol quarterback Tyler Bray threw him the ball. This was one of Rogers' three touchdowns of the day, putting Tennessee within three of a tie.

Vol linebacker Herman Lathers made an interception, which got Tennessee the ball at the third down with four minutes left on the clock.

Tyler Bray drove the Vols to Gamecocks' 19 with 1:08 left in the game. Bray was hit from behind by South Carolina defensive end Jadeveon Clowney. The ball popped loose from Bray, and South Carolina linebacker Shaq Wilson recovered the ball.

During the second quarter, South Carolina lost its star Marcus Lattimore to an apparent knee injury, and the running back was taken to the hospital.

Polls are Everywhere, But in NNY, They are Only Here This Week

   With no media or public polling available in this final week of the campaign, the humble on-line polls starting here today are it.  Argue what you want about their accuracy, these straw polls will give a feel for where our diverse audience stands and more important on the relative strengths of candidates in different races.
    The operatives will be trying to fluff up the pillow, but all of that equals out and the results will be interesting.

The Journal | Amy Tresidder can bank on at least a small victory

        The beast wasn't fed sufficiently and the beast explained that to readers this week as the editor of the Ogdensburg Journal detailed why Democrat Amy Tresidder's campaign against Senator Ritchie is about to be crushed.
         Editor Elizabeth Lyons, who holds the post formerly held by Ritchie staffer Jim Reagen, points out Ms. Tresidder is a nice, thoughful woman who has campaigned as a ghost because she didn't work the media enough with press releases and obsequiousness to the political class. The fact the editor of a paper had not met the candidate till only recently certainly means the candidate didn't work the free media, but Ms. Tresidder hasn't fed bloggers like me either and only reluctantly came on as a guest on America's Favorite Noontime Talk Show.

        When there, she did very well, but campaigns are not just about good intentions. They are about shameless self promotion, fund raising, establishing relationships and hard, hard work the likes of which opponent Ritchie is unmatched.
        (In all fairness, sucking up to a media in a market where many journalists have a disdain for politics is a daunting task)
       In this interview with Ms. Lyons, the candidate pretty much concedes before it is over, sounding surprised about just how difficult such a race is.
        Hopefully, she enjoyed the encounters along the way and takes solace that she did it her way without being nasty and with the best of intentions.

The Register endorsement: Mitt Romney offers a fresh economic vision

   Newspaper endorsements raise eyebrows not when they endorse who they did four years ago , but when they flip.
    The influential Des Moines Register has abandoned hope and change for what they call a fresh economic vision from Mitt Romney.
     The Register's endorsement is a measure of sentiment in the heartland, and frankly the paper has a long history of backing mostly Democrats (although they never backed FDR, even going with Alf Landon in 1936)
       The endorsement itself may not change votes, but the discussion it will provoke in Iowa over coming days could help Mr. Romney.

WKYC teams up with community to Make A Difference

A total of 748 volunteers donated 1,671 hours of their time on Saturday at 23 different locations across Northeast Ohio in an effort to make our community a better place.

Volunteers included WKYC staff members and viewers from across our area.

National Make a Difference Day was started by Gannett-owned USA Weekend 20 years ago. This year WKYC joined the company wide effort, encouraging staff and viewers to join in on this national day of giving back.

Five winners even received prizes for their participation. The winners are listed below:

  • Sonya Pryor-Jones

Main sites included The Cleveland Foodbank, the Akron Regional Foodbank, The Boys & Girls Clubs of Cleveland, The Salvation Army and Coats for Kids. Volunteers were found at other locations from the Carl & Louis Stokes Academy to the Berea Animal Rescue Fund to libraries, museums and Metroparks across the area.

Jo-Ann Fabric and Craft Stores generously donated hundreds of craft supplies to five Boys and Girls Clubs in Cleveland for volunteers on Make a Difference Day - Oct. 27th. Over 360 youth across the city will be decorating pictures frames with foamie décor and glitter, personalizing their own canvas tote bags with festive fall shapes and making beaded bracelets. Over 30 boxes of supplies were delivered and soon youth ages 6-12 at the Boys and Girls Club will be expressing their creativity thanks to Jo-Ann!

There was an impressive showing of 300 plus volunteers in Nordonia where they turned Make A Difference Day into an day of service for their school district, volunteering at 10 different sites in the community.

If you didn't have a chance to volunteer today, there are volunteer opportunities just about every day of the year.

The Volunteer Center at BVU is Greater Cleveland's resource for recruiting, developing, and organizing volunteers. Since 1993, BVU has been linking volunteers to opportunities that address such issues as homelessness, the environment, crisis support, youth and families, people living with disabilities, seniors and many more.

Our biggest impacts with be strong wind and heavy rain, which will be felt from Sunday night through Wednesday. From the Vice President's callous comments to a mourning parent to the revelation that requests to help our ambassador were ignored by an Administration intent on convincing itself that the Muslim world is a safe place because Osama bin Laden was killed by this President.
     Ambassador Chris Stevens was in the end deemed expendable and when all went poorly the Administration cooked up the lie about a You Tube video stirred up the Arab street.
     Ambassador Susan Rice was sent by the White House to lie and Secretary Hillary Clinton was sent out to take the blame.
    Talk about a War on Women.

We Are Out of the Mainstream Here in NY

    With ten or fewer states swinging and a few more fairly close, we in NY are the nation's least swinging.  Polls now place President Obama's margin in the Empire State at 26 points !
     Now you may get those kind of margins for Mr. Romney in Utah, Oklahoma and Wyoming, but among states with lots of people, NY is singularly out of step with the rest of the nation. Even liberal California is at 16 points for Mr. Obama.
      Maybe that's why MCM is so certain of an Obama win in states so different from NY.

AP poll: Americans are Racist

     Spiking Benghazi stories isn't the only way the Obama-mania media can put a finger on the scale in the final days of a campaign that suddenly has become worrisome for the President's most ardent media accolytes.
    Now ten days before the election, the AP comes out with a poll showing Americans are indeed racist. Is that a play at recharging the white guilt that contributed in 2008 to many voting in favor of the Nation's first black President ?
    I think so. Screams of racism continue to eminate from the Chris Matthews crowd, who hector the nation on its sorry racial legacy as if the only remedy is to reelect "the One".
     This election is playing out on economic issues and matters of competance. The media trying to continually play the race card is transparent. It's as if you are not allowed to vote against the first black President, without being tagged with the most vivid perjorative available in today's politics.

Grace Christian player injured during game

A high school football player from Grace Christian Academy was injured Friday night during a game.

10Sports Director Steve Phillips cited multiple reports that Will McKamey was hurt during a game at South Pittsburg High School, west of Chattanooga.

McKamey was airlifted to a Chattanooga hospital and was reportedly responsive en route.

The running back has committed to the U.S. Naval Academy. He is the son of Grace head coach Randy McKamey.

Will McKamey was voted 10Sports' Offensive Player of the Week last week.

There was no word on his condition as of late Friday night.

Knoxvillians say panhandling still a problem

Six years after the city of Knoxville passed an ordinance banning aggressive panhandling in its limits, residents say they still see it happening around town.

Businesses like Trio on Market Square say sometimes panhandlers will bother customers who eat outdoors on their patio.

"It makes customers uncomfortable and we want to make everyone here really comfortable," said Trio employee Patrick Tice.  "That's the point of a restaurant."

Downtown resident Hayley Gregg said panhandlers stop there occasionally as well.

"It happens more so while we're walking or if we stopped across the street or something," she said.

The Central Business Improvement District is teaming up with KPD and the Cumberland Avenue Merchants Association to stop the problem, according to CBID Director Michele Hummel.  She said there is some concern the problem is growing.

"With the down economy, I think more people are panhandling," she said.

KPD Sergeant Donny Huskey told 10News it is important not to give money to people who are asking for it on the street.  According to Angie Hatcher Sledge, vice-president of development for Knox Area Rescue Ministries, the act enables panhandlers.

"You're just making it easier for them to stay out on the street instead of seeking help," she said.

Sledge said KARM is one of the places people can get help if they need it.  She said one of the organization's graduation used to make up to $500 a day pretending to be a 15-year-old while panhandling.

If a person is caught aggressively panhandling, they are susceptible to a $50 citation, according to Sgt. Huskey.  The following acts are illegal under the city of Knoxville's ordinance.

•  After sunset and before sunrise

• After sunset and before sunrise

• By repeatedly asking a person

• Using abusive language or profanity

• In an aggressive manner in a public area

• In parking lots or garages owned by the City of Knoxville

• On private property if the owner has a sign posted or has asked the person to stop

• From motorists in traffic

• From persons waiting in line to be admitted to a commercial establishment

• By falsely representing why they are seeking money

• Or within 20 feet of:
  1. A crosswalk
  2. An entrance or exit of any bank or check cashing business
  3. An ATM
  4. Public restrooms
  5. Pay phones
  6. Sidewalk café or outdoors dining area
  7. A bus stop or bus station

Adults spending more on themselves for Halloween

A growing number of adults say they plan to participate in Halloween this year.

The National Retail Federation estimates people in the U.S. will spend a record $8 billion on Halloween decorations and costumes in 2012, and much of the spending is adults spending money on themselves.

The NRF estimates seven years ago 52.5% of adults reported they planned to celebrate Halloween. This year that figure has grown to 71.5%

For the first time in 20 years Angela Moore is picking out a costume.

The mother of four says she's excited for her first adult-costume party. Friday she visited Halloween City at Turkey Creek to help her daughters shop.

She's already decided what she'll be.

"I am excited about it, it's a surprise. I haven't told anybody what it is," says Moore.

It's tough to guess too, considering the selection the store offers.

Halloween City District Manager Robbie Paskiewicz says decor sells best, but adult Halloween costumes come second.

Of adults, more women seem to dress up than men, according to Paskiewicz. And the racy Halloween costumes make up a large amount of their inventory and their sales.

"Kid's costumes are normally used one time," says Paskiewicz. "The parents will spend something they consider disposable."

But adult Halloween lasts more than just one night, so Paskiewicz says grown-ups buy more and spend more.

"A lot of adults will buy a costume that's more expensive and more durable," says Paskiewicz.

And that means more money. USA Today reports the average consumer will spend $125 this Halloween.

That sounds about right to Moore.   

"I have four children. So when you add up- the cost plus mine, we're contributing to that," says Moore.

WDT: Spending in High Gear for NY 21 Closing Act

   Will a spending spree at the end matter ?
    I don't think so, unless the final week offers TV viewers something new....a make-the-sale series of spots.
    Rep. Bill Owens tried a direct-to-camera denial spot on the Taiwan issue. Partisan nonsense aside, I think that was a mistake. Made him look guilty of something. Not saying he was, but denials never work. That's why reporters always play their "confirm or deny" game, as either way you are screwed.
    On the Doheny side, the lack of a 'why-to-vote-for-me' message has been stark, although I hear through the grapevine the candidate has taped a look-em-in-the-eye closer spot filmed in an identifiable Watertown area location. About time.
     With separate and distinct media markets in the district, I would have done separate, local oriented spots, but people in Virginia or California arranging media buys don't know the geography.
      If the race is indeed close, its the GOTV effort and the last impression of candidates  that is important. So far, both sides have some work to do on their closing. 
    Speaking of closing, local Democrats are holding their fall dinner the Saturday before the election at the Italian American Club in Watertown.  Cocktails at six.
